-Billy has been providing civilians, Law Enforcement and Military quality firearms and defensive tactics instruction for 15 years.
-He is a Certified Weapons Instructor for M16/AR15 series rifles, various Precision Rifle systems, Shotguns, Pistols, M249, 240 Bravo, 240 Golf, MK 46, MK 48 and M60 Machineguns, M203 and HK-AC Grenade Launchers.
-Holds a US/DOE “Q” Clearance (Top Secret Equivalent).
-RP Program Certified
-Lead Physical Training and Intermittent Use of Force Instructor (grappling, striking, handcuffing, batons etc.)
-Lead Handgun Instructor for US Department of Energy Agent Candidate Training Academy.
-Basic / Advanced Firearms Instructor for Federal Nuclear Couriers
-Advanced marksmanship and Close Quarters Combat Instructor
-Executive Protection and Dignitary Protection Details such as Squad-Based live fire movement exercises in urban terrain and Shooting at and from Moving Vehicles.
-Served as Opposing Forces (Op 4) during 10 separate Operational Readiness Training Exercises for Dept. of Energy providing realistic training scenarios for Federal Agents engaged in National Security Operations.
-Trained 2nd Platoon US Marines from 3D FAST Company (Fleet Anti-Terrorism Security Team) in the use and tactical employment of various sniper systems.
-Federal Firearms Instructor for the Dept. of Energy (current assignment Operational Readiness Training)
-Dept. of Energy (Office of Safeguard Transportation) Instructor of the Year 2007 Bravo and 2006 Bravo
